A student at the University of Missouri in Rolla has been taken into custody for threatening to set off a bomb and was waving around a bag of white powder, which has subsequently been shown to be powdered sugar. According to this report, as well as all the local news, the student, who has not yet been identified, is an International graduate student in Civil Engineering.
