Oscar Pistorius has created a small dilemma. This 18-year-old South African has broken the record set by U.S. sprinter Brian Frasure by running the 220 yard dash in 21.97 seconds. What's the dilemma, you ask? Well, Oscar is a bilateral below-the-knee amputee. The question is whether he would be allowed to run in the able-bodied Olympics, or be limited to the Special Olympics.
